Russia to build nuclear reactor for Hugo Chavez

Moscow has agreed to build Venezuela’s first ever nuclear reactor, it has emerged.

The deal, which will deepen a growing partnership between the two countries, was announced in Russia’s Vedomosti newspaper

President Dmitry Medvedev is expected to sign a nuclear cooperation agreement with his Venezuelan counterpart, Hugo Chávez, during a visit to Latin America next week.

The prospect of a nuclear deal between Russia and Venezuela will alarm the US and present an early challenge to the Obama administration.

“Hugo Chávez joins the nuclear club,” Vedomosti announced.

Despite abundant oil reserves, Venezuela’s energy infrastructure is old and prone to blackouts. A nuclear reactor would enable the country to utilise its rich uranium deposits.

Nick Day, a Latin American specialist, said the nuclear deal was deliberately timed to pile pressure on the US administration during a moment of transition and weakness.

“Russia is manoeuvring hard in the time between Obama’s election and his inauguration. What the Russians are trying to do is to set up a chessboard that gives them greater mobility in negotiations when he [Obama] comes to power,” he told the Guardian.

He added: “Russia’s message is: ‘We can exert influence in your backyard if you continue to exert influence in our backyard. If you don’t take your missiles out of Poland and end Nato expansion we’re going to increase our influence in Latin America and do things to provoke you.’”

The Telegraph (Nov 3rd) ran a story titled, Venezuelan president Hugo Chavez ‘hoping for Barack Obama victory in which Chavez said, “hopefully with Obama, we will enter a new phase.” Hugo Chavez is an active researcher of U.S. politics and has a team of officials informing him on U.S. Venezuelan relations. Surely President Chavez was informed of Obama’s views towards his country? Perhaps socialist Hugo is just playing his part.

On May 26th 2008 the Washington Times published an article that advised the new president to be vigilant “within the first six months of his administration against an attack.”

If there is another 9/11 attack, but nuclear as suggested by top officials, will it occur on a day when there is a terror exercise precisely on the same scenario like occurred on 9/11 and 7/7 or is it just fear mongering to get the public on board with another preemptive war? We will have to wait and see if the United States new Vice President’s guaranteed day of a generated international crisis happens as he promised and if Russian/Venezuelan nuclear cooperation has anything to do with testing “Barack Obama like they did John Kennedy” which refers to the Russian/Cuban nuclear missile crisis. However nowadays the “international community” regard developing nuclear energy as a threat similar to developing nuclear weapons; Iran being a prime example. Will Obama act the same way Kennedy did? The American war landscape has changed since Kennedy’s time with preemptive wars now acceptable, and I doubt Kennedy could ever say some (but not all) of the things Obama has said. We also know John F Kennedy rejected Operation Northwoods (Click here for Wikipedia information on Operation Northwoods).
